New self-service environment
eSTAT is replaced by a new self-service environment
Starting from 12 June, data can be submitted to Statistics Estonia in the new self-service environment at uuringud.stat.ee.
To make data submission as easy and convenient as possible, all questionnaires will be updated in the new environment. Currently, only some of the questionnaires have been updated, however, the goal is to update all enterprise questionnaires by the end of 2026.
The self-service environment offers users of Statistics Estonia's e-services a number of new options that were not available in eSTAT. More user-friendly features will be added over time.
What changes for users?
- The new environment can be accessed at uuringud.stat.ee or via the button “Go to self-service” at the top of Statistics Estonia's website.
- Representatives of enterprises can extend the deadlines for responding to questionnaires in the new environment. Extensions are possible only before the deadline.
- Enterprises that have been selected for the sample but are not conducting any business activities can themselves submit a blank questionnaire without having to separately notify Statistics Estonia.
- In the new environment, there is no need to submit a separate application to represent an enterprise – the environment checks the representative’s affiliation to the enterprise against the Business Register and automatically grants the right to submit data.
- Unlike eSTAT, the new self-service environment can also be used on mobile phones, which means that enterprises can fill in updated questionnaires and perform other tasks while on the move. Questionnaires that have not been updated cannot yet be completed on mobile phones.
- Updated questionnaires generally require less data: Statistics Estonia has prefilled more data fields, making the questionnaires shorter and simpler for users.
How to use the new environment?
The new self-service environment can be accessed at uuringud.stat.ee. To log in, authentication via ID-card, Mobile-ID, or Smart-ID is required.
Foreign citizens and representatives of declarant companies can log in with a password, after which they will, for the time being, be redirected to eSTAT.
Everyone else included in the sample can use the new environment. Even if a particular questionnaire is still in the old eSTAT format, users do not need to worry about where to submit their data – everything can be done in the new self-service. In the future, the new environment will replace eSTAT entirely. The goal is to update all enterprise questionnaires by the end of 2026.
The new self-service environment is currently still under development. Statistics Estonia's aim is to make the transition to the new self-service environment as smooth as possible and to offer the best possible self-service quality.

How can I access the new self-service environment?

However, only enterprises included in the sample of Statistics Estonia can fill in questionnaires there. Questionnaires of personal surveys cannot be completed in the new environment yet. This option will be added in the future.
What can I do in the new self-service environment?In the new environment, you can
- submit data;
- manage questionnaires;
- communicate with Statistics Estonia.
The new environment offers users more options. For example, you can
- extend the deadlines for responding to questionnaires,
- automatically obtain enterprise representation rights after logging in,
- submit a blank questionnaire,
- spend less time submitting data: questionnaires are more thoroughly prefilled and easier to complete.
You cannot subscribe to reminders for data submissions in the new self-service environment.How do I start using the new self-service environment – do I need to create a user account?To sign up to the new environment, a person with the right of representation of the enterprise/institution needs to log in to the environment, after which the environment checks their affiliation to the enterprise against the Business Register. The enterprise representative automatically receives the right of representation and can assign rights to other users.
Are my enterprise's data automatically transferred from eSTAT to the new self-service environment?Data on enterprises included in Statistics Estonia's sample in 2025 and 2024 have been transferred to the new self-service environment. Data on enterprises that submitted their information before 2024 are not available in the new environment.
Are the rights granted in eSTAT also valid in the new self-service environment?All rights of main users and respondents valid in eSTAT have been transferred to the new environment. No additional action is required on your part.
How can the deadline for data submission be extended?In the new self-service environment, the representative of the enterprise can extend the deadline at a particular questionnaire. Extensions are possible only before the deadline.
If the enterprise has subscribed to eSTAT reminders for data submissions, will these be transferred to the new self-service environment?No. You cannot subscribe to reminders for data submissions in the new environment.
What cannot be done in the new environment at present, but will be possible in the future?Statistics Estonia aims to collect as little data as possible through questionnaires. If data cannot yet be obtained from other sources, we prefill the questionnaires with as much information as possible. This means that there will be more questionnaires prefilled by Statistics Estonia in the new self-service environment, and enterprise representatives will only need to add a few details to the questionnaire or simply confirm it.
Users with a password cannot yet fill in the updated questionnaires. This option will be added in the future.When will the new self-service environment be completed?Statistics Estonia aims to update all enterprise questionnaires by the end of 2026 and personal survey questionnaires by the end of 2027.
How to upload XML and Complex files?In the new self-service environment, XML and Complex files can be uploaded in the questionnaire header. To upload files, you must first enter the questionnaire.
